And He appointed twelve to continue to be with Him, and that He might send them out to preach [as apostles or special messengers] And to have authority and power to heal the sick and to drive out demons -Mark 3:14-15 AMP
Does this not coincide with what Paul says in 1 Corinthians?
So God has appointed some in the church [for His own use]: first apostles (special messengers); second prophets (inspired preachers and expounders); third teachers; then wonder-workers; then those with ability to heal the sick; helpers; administrators; [speakers in] different (unknown) tongues. -1 Corinthians 12:28 AMP
This is also reiterated in Ephesians 4:11
So it is not that ALL believers necessarily have the authority to learn these gifts and practice them all. If that were the case we would not be called the “body” of believers with different parts. 3 times in scripture it states that gifts were “appointed” to some in the church.
To “learn” gifts vs learn ABOUT the gifts is to attempt to take control of the Holy Spirit. One preacher described taking control of the spirit world/things of the Holy Spirit for man’s benefit, as where we get witchcraft from (Bill Johnson-Bethel Redding).
Yet ironically, these same teachers that profess these truths, are easily distracted by the temptations of being “supernatural” or having power from God.
If we could merely “learn for ourselves” these gifts, then they would no longer be gifts but skills. Man could (and does) take credit for them and say things like “Because I can do these things (speak in tongues, heal, have great faith) I am worthy of God’s kingdom.”
Paul warns us in chapter thirteen of his first letter to the Corinthians, of the dangers of this mindset:
If I [can] speak in the tongues of men and [even] of angels, but have not love (that reasoning, intentional, spiritual devotion such as is inspired by God’s love for and in us), I am only a noisy gong or a clanging cymbal. And if I have prophetic powers (the gift of interpreting the divine will and purpose), and understand all the secret truths and mysteries and possess all knowledge, and if I have [sufficient] faith so that I can remove mountains, but have not love (God’s love in me) I am nothing (a useless nobody).

Since God IS love, If we do not have Christ within us, guiding and leading us, then we are NOTHING.
Do not be lead astray thinking that “gifts” are what get us to God or prove that we are His. It is love that proves who we belong to.
By this shall all [men] know that you are My disciples, if you love one another [if you keep on showing love among yourselves].

God is the one who brought the gift of His son to us, and allowed us to join in HIS works and see HIS power through HIS Holy Spirit. We are earthen vessels that carry HIS light (2 Corinthians 4:7 AMP).
His Spirit leads us. He is in control. He is Supernatural.
We are Super(extremely) Natural (ordinary)
